Correct grading, gutters, plumbing leaks, drainage and sump problems before sealing or dehumidifying. Neither plastic nor machinery makes standing water harmless.
Build the boundary
A continuous ground vapor barrier and sealed penetrations reduce the moisture load. Details around piers, walls and mechanical penetrations matter more than the word encapsulated.
Then control residual humidity
Measure RH through wet weather. If it remains above the intended range, size a dedicated unit for the sealed volume and arrange permanent drainage.
